In France, the public debate on issues relating to exile and migration is particularly tense, even though exiles are excluded from it because they have little or no representation. Many of them live in appalling conditions and are unable to assert their rights.
The Parliament of Exiles is an initiative that aims to give people who are marginalised because of their administrative status an opportunity to speak out and take part in public debate on the issues that concern them.
15 exiled people will be elected by the community in exile and by those involved in welcoming people to France. These 15 people will be given a year's training in advocacy and political issues by specialist speakers (theoretical and, above all, practical training).
Following this training, these 15 people will carry out their 2-year mandate, specialising in a particular issue: housing, health, education, work, etc. Their mission is to work closely with all those involved in civil society, associations and the public authorities, in order to work together to improve the situation of exiles in France and the reception conditions that will enable them to enjoy their rights and lead a dignified life. They will therefore be a force for proposal in the public debate, in constant dialogue with the public services and will play a media role.
During the 3 years of this programme, the people involved will be salaried and will benefit from the support of collaborators so that they can fully devote themselves to their task of representation.
Our aims:
-to give a voice to these marginalised people and thus strengthen representative democracy in France
-to be a source of ideas on issues relating to exile and to engage in dialogue with public services
-to train tomorrow's leaders
Ultimately, our aim is for the issues addressed by the Parliament of Exiles to overlap with the problems of precariousness and deteriorating living conditions faced by the vast majority of French people.
We plan to officially launch the project in early 2024. We are in the consultation phase until December 2023. We're meeting a lot of politicians, stakeholders from the voluntary sector and public services to discuss the project and develop it further.
We are looking for co-funding to help us organise this consultation phase as effectively as possible:
-organising regular meetings in good conditions
-enlist the help of legal experts to help set up the association, as well as specialists in employment law to help draw up the contracts
-launch a wide-ranging field survey to be conducted over the next few weeks by researchers with particular experience in this field, to study the various attempts at political representation made by exiles in France and abroad. The results of this research will enable us to clarify our areas of work in a very factual way. According to the estimate, the survey will cost around 15,000 euros. This financial contribution will enable us to co-finance the key starting point of our project.
The members of the CoP will be consulted during the consultation phase. We would also like them to take part in the training courses offered to the 15 elected members.
